In the introduction, the author defines civil defence in the period of communist regime as a part of defence strategy of Czechoslovakia, including measures focused on protection and defence of the population from the effects of enemy attack, in order to create conditions for smooth running of the economy during enemy attack and to remove consequences of such attack. The contribution states that its main tasks included preparation and familiarization of the population with the means of protection, provision of an early warning signal system for citizens, preparation for hiding of citizens, building of specialized structures or execution of engineering and technical measures aimed at protecting the population, economy or significant historical, artistic and cultural monuments, as well as preparation of evacuation of the population, employees and equipment of plants and deployment thereof. In the period in question, civil defence was divided into civil and military section, the latter comprising regiments and civil protection headquarters. The study submitted describes and analyses functioning of the civil defence system from 1969 to 1989, with certain overlap to 1992. Considerable emphasis is laid on analyzing the impacts of Czechoslovak federalization on the civil defence as well as on reclassification of the state defence branches from the interior resort to the defence resort in 1976.
