The Soviet decision to invade Czechoslovakia in August 1968 is explained in western analyses as the result of factional conflict within the Soviet elite. Using new archival matherials this article argues that a better explanation of Soviet behaviour can he found in the interaction between Soviet and Czechoslovak leaders. In particular, it appears that the decision to invade was taken by a relatively united polilburo that was convinced that they were being deceived by the KSC Presidium, and by Alexander Dubček personally.
