n the introduction of the study the author characterises the condition in which the Civil Protection occurred shortly after the World War 11. He describes the chaotic situation of the Czecho-Slovak Army and the whole society. He refers to the fact that in 1948 there comes to some change. In the study the author describes the changes accompanying the Civil protection, process of district and regional headquarters establishment. He drafts the rise of imagination about the symbiosis of the Ministry of National Defence, the Ministry of Interior and state administration departments. In 1952 regional staffs, department authorities and public formations were established and at the same time also cadre military troops were incorporated into newly established troops of the Ministry of Interior. He pays attention to military elements of the Civil Protection, namely the CP staffs of individual grades, security detachments of these staffs, the CP cadre and territorial military formations as well as to the CP non-military elements to which the CP territorial services, the CP units and formations at facilities and the CP co-operation formations in towns and villages belonged. In the final part the paper deals with the CP system reconstruction according to the principles set by the CSR Government Resolution of 15 January 1958 that determined main directions of its construction and development in the conditions of possible use of nuclear, biological and chemical weapons and simultaneously within its interconnection with other defence measures of the State.
