Great Britain was so weakened by World War II that it turned over the fate of its Mandate of Palestine to the United Nations. The General Assembly voted on partition 29 November 1947, approving it by a vote of thirty-three to thirteen, with eleven abstentions. Both the United States and the Soviet Union voted in favour; Britain abstained. The Arab League had previously declared that it would not recognize the state of Israel and that the League members would be encouraged to intervene in Palestine, The war began on 15 May 1948 and the Israeli army won it. After the armistices, the greatestquestions remaining were that of the Arab refugees and the status of Jerusalem — a stumbling blockon the road to any future peace settlement.
