The author — prominent expert in the field of the constitutional law — elaborated in this study, not only in a theoretical layer of meaning but also in the practical one, the genesis of development connected with the state and constitutional law in Czechoslovakia from the end of sixties to the beginning of nineties of the past century. The author also deals with the last period of the completion of the state forming process, mainly in a practical political layer — at the level of the Slovak National Council, the government of the Slovak Republic after the elections in June 1992. The extraordinary attention should be paid to the elaboration of the Constitution of the Slovak Republic preparation.
