The published paper is a first attempt to give a synthetic view on the issue of civil protection concept either in conditions of building the overall territorial protection against weapons of mass destruction in 1959 — 1989 or conceming the following understanding of the CP concept as a system of measures focused especially on the protection of population against large industrial accidents, natural disasters, ecological catastrophes and mass misfortunes in peace. The contribution of the paper is in its transparent summary of basic measures that determined the concept development in searched period and their brief description.
