The author takes note of the position of civilian population in relation to presence of the German occupation army with emphasise on analysis of its deployment to fortification works. The author analyses connections related to the fact that in the territory that was already in that time considered to be an operational zone (in the east of Slovakia, as well as in the rebel territory) only representatives of the German Army decided about the arrangement of fortification works and the Slovak authorities should have pursue only the arrangement of fortification works in hinterland. Then he deals with an issue of arranging the working deployment of youth, which was under the responsibility of the Supreme Headquarters of Hlinka's Youth. The HY working camps were established for this purpose in the east of the country.
