The author analyses in his study the ongoing discussion of the Allies management on the establishment of a counseling authority to be eligible in keeping the control over the conditions of the armistice after its declaration with the states continually falling off Germany, or more precisely occupied by the Allies. The affairs became even more up-to-date especially in connection with the following liberation of Italy. Moreover, they were formally formulated at the Moscow conference of Ministers of the foreign aff airs of the USSR, Great Britain and the USA, 18. – 30. October 1943. One of its results was the establishment of the European Advisory Commission seated in London (the members included all the three Great Powers and France since November 1944), that should deal with general issues (mainly dealing with the preparation of the approach towards Germany in case of its capitulation, in addition to the common policy towards the liberated regions and countries of the Allies), as well as Counseling committee for Italy. The author in a very well-structured form analyses the approaches of the representatives of all the three Great Powers, which, however, varied a lot. (As far as the Committee competence was concerned). In various places the author documents the British interest to coordinate the proposals to the formation of the civil board and the government in the liberated countries.
