MASKALÍK, Alex: The Presidential Committee Report on Investigation of the Activity of ther

Czechoslovak People's Army in November 1989.

Vojenská história, 2, 17, 2013, pp. 146-170.

The document published in original form is aimed at explaining the events surrounding the CS army

and its possible deployment against protesters in November 1989, which surfaced immediately after

the first free elections in June 1990. The aforementioned facts are said to have been investigated and

reviewed by the special committee established by the president, Vaclav Havel. Within the

investigation, the committee carried out interviews with selected members of the army as well as the

National Security Corps. Its one-month-long work resulted in the ,, CSFR President Committee Report

on Investigation of the CSLA Activity on the Days ofNovember 1989”, leading to considerable changes

in the top command. The author states that the main part of the report analyses the political and

personnel situation of the army, legal, organizational and material assumptions of possible use of its

powers and tools, the sequence and valuation of the army’s activity in the period ofNovember 1989,

as well as general conclusions and statements. Four various types of annexes were a part thereof.

The first contained the overview of towns in the CS People’s Army structure, where the investigation

had been carried out, the second provided staffing of the principal functions as of November 17,

1989 as well as organization up to the division degree. It also provided the overview of reserved

forces and resources of the CSLA in case of extraordinary precautions declaration. The largest, last,

part reconstructs the sequence of activities, measures and mutual connections within the CSLA in the

given period based on the evidence found.
