Tlie published document represents an authentic assessment of the international situation in 1933 provided by the Minister of Foreign Affairs of Czechoslovakia (ČSR), E. Beneš. It presents his views on the future development and partly also on the organisation of security in the Balkans, because the signals that resulted in signing of the Balkans Treaty between Yugoslavia, Romania Turkey and Greece on 9 February 1934 in Athens, appeared particularly at the meeting of the Permanent Council of the Little Entante in Sinai. It presents here, in an unrepeatable form and extent, the ideas and considerations of the CSR on the current situation, perspective development and deduces conclusions aiming at strengthening of the whole Small Agreement.
